Problem solved. If you're interested in the solution just install MSYS2 https://www.msys2.org/ followed by GTK2 https://www.gtk.org/download/windows.php which will include pando.
Pando is supposed to enhance ImageMagick and I've validated it allows ligatures.

Hi everyone, I have running a 64bit Win 10 PC and I need to install Pango. Does anyone know where I can find a Windows binary (.exe) to install that? Thanks for the reply. I dont know the width of the image as this will be a script running thru several lines so different text/image blocks will have different lengths.
