Problem solved. If you're interested in the solution just install MSYS2 https://www.msys2.org/ followed by GTK2 https://www.gtk.org/download/windows.php which will include pando.

Pando is supposed to enhance ImageMagick and I've validated it allows ligatures.

Thanks for the reply. I dont know the width of the image as this will be a script running thru several lines so different text/image blocks will have different lengths.
