I continue maintaining API/ABI changes report for the IM base libraries here: http://abi-laboratory.pro/tracker/timeline/imagemagick/

Hope this will help Linux maintainers to be aware of ABI changes and SONAME bumps.

We will consult this page, as we did previously, before we make a release to ensure a stable API/ABI. Note, ImageMagick 7 is not released yet so some API stability issues is expected. We expect a stable release of IMv7 on April 30th, 2016.
