What version of IM?

Your commands should be: read the input, process it, write the output. So they are in the wrong order.

IM is a raster image processor. When you write to a PDF, IM simply inserts the raster image in the PDF. It doesn't create editable text.

Does that explain your problem? If not, please explain the problem. Sample files might help.
