dicom: insufficient image data

Hi everyone, the COM plugin is amazing. Every now and then I come across DCM files that seem to confuse IM. Like the one I'll be PM'ing you.

Version: ImageMagick-7.0.8-23 Q16 on Windows 8.1 x64

Error message:

identify: insufficient image data in file `C:\Users\...\im14.dcm' @ error/dcm.c/ReadDCMImage/3310.
