First enlarge the image, say 400%, then convert as you did, then
resize down to 25%.

What is your final image format? better be PNG.

What version of IM (make it later than 6.2.4-4 whcih resolved a resize haloing problem)?
and do you have a example of that image so I can see what 'problems' that image has with what you request.
Also do you have a template or shape of just the 'sheep' which could be used to punch a sheep-shaped hole into the original image?
Things like that can make the job a lot easier.
