imagemagick fig dll missing

ImageMagick supports two types of delegates: a library or a command-line utility. ImageMagick is expecting the fig2dev command line program which is generally available under Linux-- we're not sure if its available under Windows. If so, edit delegates.xml and set the appropriate path for the fig2dev program.
