Resized JPEG with 1kb and 2 kb size has blocks in the image

I am using Resize (128x150) and Quality (ranging from 70 to 85) to resize JPEG images of different sizes ranging from 15kb to 90kb. When resized, all images come out in the range of 1kb to 6kb. The 1kb and 2kb images have blocky images. I am trying to increase the size somehow to improve the quality. The images with 3kb to 6kb size have good quality of images and if somehow the 1kb and 2kb images could be increased to atleast those sizes, it may improve the blockiness.
I have tried combination of resize, quality, and sharpen that has improved it a bit but still have 1kb/2kb images.

If anyone has any experience with this, please share your experience.
