You can find a binary distribution of ImageMagick that runs under MinGW/MSYS here:

To test it, unpack and type

• cd ImageMagick-6.3.7
  export MAGICK_HOME=`pwd`
  bin/convert logo: logo.jpg
  bin/identify -verbose logo.jpg
