When all else fails, upgrade! We tried various conversions from TIFF, JPEG, etc., to PSD with the latest release, 6.4.5, and all is well. If the conversion fails for you with 6.4.5 please post a URL to your image here and the command you are using and we will hopefully have a resolution for you within a day or two.
