Converting fonts to images and back

Creating font files (which are vector images) is beyond the scope of IM, which is a raster image processor.

However various people have been scanning and vectorizing raster images to generate fonts for various things. Look at Autotrace, and Potrace as starting points for this. I am sure google can find you information and techniques these people use.

You may even be able to find a actual vector editor that can modify the font as vectors.
