I downloaded the file, unzipped it.
Where is the exe file to install it.
All I see is a bunch of folders which just names like bzlib, coders, config, etc...
A bunch of file names under the folders, that end in .ac .in
This is version 6.5.8 that I'm using.
If it's already installed, how the hell do you open the program?

What are you installing on ?
What did you download - I am assuming you are using windows so try: ImageMagick-6.5.8-2-Q16-windows-dll.exe
ImageMagick is a command line program and so does not have a GUI

You can install from either binaries or source code. Sounds like you downloaded the source code and would need to compile it. Binaries don't need compiling.
