Currently using a 2006 version of ImageMagick - version 6.2.8. Back when it was tested in late 2007/2008, we encountered edge artifacts when scaling down PNG images. Our designer called them 'soft edges'.
Are these artifacts still present in current versions? We are using this on our production server, thus my hesitancy to update the version without knowledge of whether the problem has been fixed.

Provide links an input and output image to show the soft edges and you command line and I will try to test for you and post the result back. Then you can judge. I am on IM 6.5.9-10 Q16 Mac OSX Tiger.
