did typing directly into the command window work? if not, what error message are you getting?

If it worked by typing directly, then it is likely your bat file composition or the file is getting corrupted when run.

I am not a Windows user, so bat files are out of my domain.

See IM examples, Windows for more information. In a BAT file '%' signs need to be doubled to '%%' and I believe you can only use single quotes.
