The best suggestion I have heard is that you should look in the IM config.log file and search for where it tried to install Freetype. It should tell you there why it could not use it. Then fix that issue and try installing again.

Eventually, I got freetype enabled by specifying location of the pkgconfig dir that contains freetype.pc using --with-pkgconfigdir
