Changing density does not work completely

I try to change the density in jpeg and tiff images. It works fine, if there is no photoshop resource block with tag id 1005 (RID_RESOLUTION). But if it exists and I open the image in photoshop, the old density (resolution) is shown.
BTW, photoshop takes resolution in this order:
JPEG: RID_RESOLUTION overwrites EXIF-Resolution overwrites JPEG-Resolution
TIFF: RID_RESOLUTION overwrites TIFF-Resolution
Shouldn't convert change RID_RESOLUTION too?
