8BIMTEXT...is this normal?

when i call convert to .8BIMTEXT, it results in an .8BIMTEXT file extension as expected. When i open that file in notepad i get something that looks like ...
8BIM#1005#Resolution=",����,����"
8BIM#1037#FX Global Lighting Angle="���"
8BIM#1049#FX Global Altitude="���"
8BIM#1011#Print Flags="��������"
8BIM#1034#Copyright Flag="�"
Is there a way to convert these codes into something that can be modified and saved back to the image?
