Adding support for ECW using the ECW JPEG 2000 SDK

We provide a toolkit for adding new formats. See http://www.imagemagick.org/script/archi ... php#coders. Use it as a template for ECW support. Once you have it working, post a URL to the distribution here after agreeing to the ImageMagick license and we will look towards including it in a future ImageMagick release.
