Anyone know how this GIF was created?

The commentator said that animation was created using Perl and ImageMagik. I've created a similar world map .png using a GeoTIFF with Perl and the GRASS GIS before, but I've never used IM. Can anyone give me some pointers on how to make a similar GIF like in that video using Perl and IM? From what I can tell IM doesn't support shape files or GeoTIFF files so I have no clue how the coordinates were put on that image.
