Convert to dob

Hello dear Helpers,
hope you can help me out.
How do I create a .dob file from a .bmp?
I have a tool called PictureExDemo.exe to generate .dob files but this tool does not work in a command line.
So i tried my best to make it work with imagemagick 669-Q16 but I am a bit lost.
