IM not recognizing layers in Photoshop TIFF

To summarize, I saved a layered TIFF out of Photoshop (CS4) containing 2 layers. I tried to use IM to remove 1 layer and convert to JPEG. IM however is not seeing 2 separate layers, it appears to only recognize a single composite image.
