SVG draws circles incorrectly

Well, not circles, but ellipses drawn using a path.
Test case :
Result : truncated (half) ellipse
rsvg-convert renders the original (full) ellipse
Test case :
- open inkscape
- draw a circle/ellipse
- save to circle.svg
- converts to png (using MSVG)
Result : truncated (half) ellipse
rsvg-convert renders the original (full) ellipse
