It is possibile to generate "Photoshop EPS" files from JPEG or TIFF files?

I've read this topic:

It's an old topic so I want to know if there is any news about this issue...

What do you means Photoshop EPS?

An EPS file is an Encapsulated Postscript file (one page with a bounding box comment). It has nothing normally to do with photoshop or any specific application.
