I need to know what are these settings for photos

I'm not familiar with imagemagick but would like to know what is this effect used on image that comes beautiful?

I used -sharpen 1x1 and -enhance but it's not even close to that.

Looks like a masked composite of a resized image and a copy that was blurred. The mask (for the woman vs the rest of the image) controls which image is used for where it should be sharp and where it should be blurred. The hard part is making the mask -- probably manually edited.

What about this photo? There was appereantly used some effects but don't know how can I make similar photo.

This looks like an enlargement and a slight desaturation using -modulate. see http://www.imagemagick.org/Usage/color_mods/#color_mods
