TRIM leaves white space at bottom (only) - why?

I am a newbee, but experienced computer scientist. I have many PDF pages that contain a lot of white space. I use convert to change to .jpg, then try convert -trim +repage to clear the surrounding white space.

It trims the top and sides, but leaves most (not all) of the bottom space!!! (Almost like it took off the margins but not the body)

Why is this?

How can I trim the bottom space?
