P.S. If you are looking to do this with php I have some example code at http://www.rubblewebs.co.uk/imagemagick/code.php that you should be able to modify.

If you look half way down the page of the first link you will see a thumbnail with "Skyblue" padding which I thought was the effect you wanted. " Pad Out the Image "

I tried the first 2 examples and the first one didn't work for me and the second one would only work if I output as a gif.

Otherwise I have no ideas.
