Strange behavior when using the quality option for PNG

Questions and postings pertaining to the usage of ImageMagick regardless of the interface. This includes the command-line utilities, as well as the C and C++ APIs. Usage questions are like "How do I use ImageMagick to create drop shadows?".

Quality for PNG is NOT a percentage!
Only for JPEG is it a psuedo-percentage.
Basically its argument is format dependant.

For PNG it is a two argument value. The first number is compression
the second is image format specific.
