Both formats are vector images. You are better off not using IM for this,

Look around from some WMF to Postscript converter.
If you really want to you IM, then set the -density before procsing the WMF image to something appropriate for the final use of the EPS image. EG for printin use -density 300 or even 600. Of course that will make the resulting image a LOT bigger too.
