PythonMagick build script

As I was going to add PythonMagick into debian, I got a feeling that I really didn't want to use the shipping scons script, so I decided to write one in autotools instead.
If you want, the dpatch is at http://pastey.net/71565
It requires some more files from autoconf-archive, but I had to rewrite some of those (ax_python and ax_boost_python)
