I have a satellite cloud image. The base map is a city map with highway, and so on. I try to remove the clouds from the satellite image and get the city map to use for anther project.

I see. You will need two things. One some way to identify what is clound and what isn't. the other is other images that can be used to fill in the deatils that was obscured by cloud.

If you have multiple images, that match up (color and distortion correction may be needed) then you could use a 'Darken' composition menthod on the two images to remove, presumably lighter clouded pixels.
